POSITION DESCRIPTION: Develops and administers the statewide traffic studies program. Assist District personnel with traffic engineering studies questions and issues. Lead coordinator conducting statewide traffic study group meetings with the Districts addressing traffic studies issues, solutions and implementation methods as needed.
Performs revisions and updates to Traffic Engineering Manual, Manual on Uniform Traffic Studies Manual, Speed Zoning Manual, and traffic engineering policies and procedures as assigned.

Assist with the development, implementation, and reporting on request to experiment for new traffic control devices. Also, provides follow-up evaluations on the long term effectiveness of experimental new traffic control devices that are adopted by the Federal Highway Administration.

Conducts special studies for statewide applications. Examples include truck lane restrictions, movement of over dimensional trucks, nature-based signing programs, elder road user countermeasures, and international signing implementation recommendations.

Conducts literature review and research on assigned projects. Provides independent review of traffic engineering studies performed by the Districts and their traffic engineering consultants.

Represents the Traffic Engineering and Operations Office on several Department technical committees and coalitions as assigned.

Provide technical expertise on the requirements for traffic signals, midblock crosswalks and for criteria for supplemental signing.

Provide technical expertise on speed zone requirements, applications of speed management techniques, traffic signal warrants and other traffic control devices. Responds to citizen inquiries and requests concerning speed zoning and traffic control devices.

Manages research and reviews special projects for the Traffic Services Section. Examples include simulation studies of complex interchanges and intersections, Managed Lane projects, ramp metering, etc.

Provides training on traffic engineering topics to the Districts as needed.

Administers the Traffic Operations Professional Engineer Phase exams statewide. Assists with reviewing and providing traffic engineering-related inputs on new or revised legislative bills language.

Reviews Consultant pre-qualifications on Work type 6 (Traffic Engineering and Operations Studies) of Chapter 14-75, Florida Administrative Code.

  • Technicians shall also have the ability to make rough sketches and draw diagrams (including either use of Microsoft Visio, CAD package or equivalent), list material needs, complete work reports, work independently without close supervision, and establish and maintain effective, cooperative relations with those contracted at work, act as a lead worker, instruct assistants, establish and maintain a safe work environment, order materials and equipment, and make daily work reports

POSITION DESCRIPTION:  This position coordinates the statewide traffic control device certification program. This position provides engineering and technical expertise in performance specifications and operating traffic control and Intelligent transportation systems (ITS) devices.

Performs the engineering tasks necessary to maintain a statewide program for certification of electronic traffic control devices, ITS devices, traffic signals, vehicle detectors, traffic controllers and other types of traffic equipment. These tasks include conducting individual testing of devices to ensure devices function in accordance with Florida Department of Transportation, Federal Highway Administration, and Uniform Electrical Code specifications. Reviews and evaluates burn-in and certification test results. Evaluates independent laboratory test results, and the operation and performance of traffic and ITS equipment installed under temporary permits.

Oversees the testing and evaluation of proposed new traffic control and ITS devices/equipment. Establishes testing procedures and evaluation criteria for the evaluation of new devices. Performs testing of new devices, if required. Coordinates the testing of new devices performed by local agencies through the permit process. Recommends approval/disapproval of new traffic control and ITS devices to be used in the state of Florida.

Coordinates and performs NEMA TS2 environmental testing of traffic control and ITS devices. Reviews and compares results of third party NEMA TS2 reports. Performs NEMA TS2 transient surge testing. Coordinates and oversees maintenance and calibration of NEMA TS2 testing equipment. Designs and constructs testing apparatus used to conduct NEMA TS2 testing.

Oversees the evaluation of concerns and issues relating to malfunctioning traffic control and ITS equipment used by local agencies. Investigates and documents the issues to determine the cause of the malfunction. Coordinates with the manufacturer and/or distributor of the device to resolve the issue. Assists in developing and reviewing rules and procedures pertaining to traffic operations. Performs periodic field reviews of traffic signal systems to evaluate signal equipment quality according to certification requirements. Assists with the Quality Assurance program.

Coordinates and conducts traffic control and ITS products technical training classes at the Traffic Engineering Research Lab. Assists manager in the development and maintenance of interactive project data submittals. Coordinates with District staff to implement this process.

KNOWLEDGE, SKILLS AND ABILITIES:  Knowledge and understanding of electrical components of traffic control devices; Knowledge of traffic operations analysis and study techniques; Knowledge of the Manual on Uniform Traffic Control Devices; Knowledge of the Uniform Electric Code; Skill in effective oral and written communications; Skill in using testing equipment for the evaluation of traffic control devices; Ability to apply specifications and technical expertise on electrical devices; Ability to use Microsoft Office applications.

MINIMUM QUALIFICATIONS:  A high school diploma and three years of engineering or product testing experience; or An associate of arts or science degree in engineering technology and one year of engineering or product testing experience; or A bachelor’s degree from an accredited college or university with a major in engineering technology; or Successful completion of the Fundamentals of Engineering Exam and has an Engineer in Trainee (EIT) certification in either Florida or another State; or an active International Municipal and Signal Association (IMSA) Traffic Signals Level 3 certification.

ABOUT TALLAHASSEE

The Tallahassee Advanced Transportation Management System (TATMS) utilizes Kimley-Horn Integrated Transportation System (KITS) central software to communicate with all signalized intersections in the City of Tallahassee and the unincorporated areas of Leon County. Operations and maintenance agreements with FDOT, Leon County, FSU and two intersections in Gadsden County at I-10 allow us to have seamless operations of all Tallahassee signals without jurisdictional boundaries. Last year, City staff completed a county-wide controller replacement project to convert all signals to state of the art Intelight Advanced Traffic Controllers (ATC) using MaxTime software. Of the 354-signalized intersections on the TATMS, all but 23 are connected via a 1GB Ethernet fiber optic backbone. The remaining signals are connected real-time via a private cellular network. Staff utilizes 99 arterial CCTV’s to monitor incidents and congestion. Staff recently completed a system-wide Synchro model and installation of the Utah DOT automated traffic signal performance measures (ATSPM) system. Current projects include installation of 80 BlueToad Spectra locations and a joint project with FDOT to provide SPaT and MAP data at 22 intersections as part of the National Connected Vehicle SPaT Deployment Challenge via DSRC radios. While not the responsibility of the signal timing engineer, we also provide coverage of the I-10 corridor through the counties of Gadsden, Leon and Jefferson for FDOT using the FDOT SunGuide system. SCOPE OF RESPONSIBILITIES
This position is primarily responsible for the development and implementation of traffic signal timing for all signalized intersections within Leon County. Additional duties include developing network traffic timing and simulation models using traffic modeling software;
reviewing and commenting on development orders; traffic signalization plans and analyzing capacity, accident and signal warrants. The successful candidate will serve on the traffic operations team and be intimately involved with the long term strategic planning
for the system as well as the day–to-day operations of the signal system.

EDUCATION, SKILLS, KNOWLEDGE AND EXPERIENCE
The ideal candidate will have:

  •  A bachelor’s degree in civil engineering or a related field
  • Five years of professional experience in traffic engineering.
  • Registered as a licensed professional engineer (PE) in the State of Florida within one year of employment.
  • Ability to perform difficult engineering computations and to make comprehensive recommendations solving engineering problems.
  • Ability to maintain effective working relationships with other employees, other government agencies, and the general public.
  • Skill in the use of traffic modeling software and other relevant applications at the level necessary for successful job performance.
  • A valid Class E Florida driver’s license to perform travel time studies.

Manager Traffic Signal Systems

Position: MANAGER TRAFFIC SIGNAL SYSTEM

Salary Range: $84,306 to $138,176 Annually. Pay Grade 49.

Department: Engineering and Public Works/Traffic

Location: Vista Center, 2300 N. Jog Road, WPB

Hours: 8:00 A.M. to 5:00 P.M., Monday – Friday

Other: Valid Florida Driver’s License and PBC Risk Management Department driving history approval prior to appointment.

Responsible for the management of the Traffic Signal Section of the Traffic Engineering Division. Duties include the design, construction and operation of the traffic signal system, expansion of an internet-based communication system and deployment and operation of Intelligent Transportation Systems (ITS) and management of the Traffic Management Center (TMC) operations, including the Transportation Systems Management and Operations (TSM & O) program. Performs administrative and management duties: Coordinates and prepares inter-local agreements; administers Federal and State grants; interacts with the public, elected officials and municipal representatives; reviews and acts as liaison for engineering consultants and other County departments and divisions; coordinates and reviews technical aspects of the work as designated by the Division Director.

QUALIFICATIONS:

Bachelor’s Degree in Traffic Engineering or related field; minimum of five (5) years of progressively responsible experience in traffic engineering including two (2) years of experience in the supervisory aspects of the work. 

Necessary Special Requirement: Licensed as a Professional Engineer (P.E.) in the State of FL or licensed as a P.E. in another state and must obtain State of FL P.E. licensure within 12 months of hire

PREFERENCE FOR EXPERIENCE WITH: Traffic signal design/system operation; internet communication systems; ITS operations; TMC management. Also desirable: Related Master’s Degree.
