POSITION DESCRIPTION:  Manage the Transportation Systems Management and Operations (TSM&O) Program's statewide software projects including the Advanced Traffic Management Systems Software (SunGuide Software) and Central Date Warehouse System. Manage the projects through the software development lifecycle, including planning, requirements, design, development, testing, deployment and support of the software. Manage the SunGuide software program to provide a standard, but highly configurable statewide Advanced Traffic Management System software. Support statewide Change Management Board meeting and discuss proposed software modifications at these meetings.

Direct and guide work of team members from concept through development and implementation.

Develops and maintains the statewide Intelligent Transportation Systems (ITS) Architecture (SITSA) based upon the National ITS Architecture. Oversee the work of specialty consultants for the purpose of ITS Architectures development and updates. Coordinate with MPO's, Central Office and district planning offices, and district-level TSM&O personnel to develop and maintain statewide and regional ITS Architectures. Ensure the development and maintenance of Regional ITS Architectures are in conformance with the SITSA. Coordinate with Metropolitans Planning Organizations (MPOs), Central Office and district planning offices, and district-level TSM&O personnel to ensure project ITS Architectures are developed and conform with the SITSA and the various Regional ITS Architectures. Also, assist central office and district personnel with use of systems engineering process for TSM&O projects. Conduct presentations to stakeholders that will use systems engineering. Update Department policies, procedures, manuals and handbooks to mainstream systems engineering processes within the Department.

Serves as Traffic Operations Enterprise Data Steward (EDS). Attends Reliable Organized Accurate Sharing (ROADS) EDS meeting. Coordinates with other Traffic Operations data stewards and custodians to complete tasks assigned at ROADS EDS meetings. Helps ensure traffic operations applications adhere to new processes, requirements, and guidance of the Department.

Assist with the TSM&O training program for the department. Coordinates the Department's TSM&O Training Program with the Federal Highway Administration (FHWA) Florida Division Office, National Highway Institute, and others engaged in TSM&O training initiatives.

Coordinates the Department's ITS Research Program with the Districts to identify the needs and priorities of ITS research.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of Traffic Engineering and Intelligent Transportation Systems (ITS) principals and practices; Knowledge of the principals, practices and techniques of system development; Knowledge of Department Purchasing and invoice process; Knowledge of ITS Architectures and System Engineering; Skills in effective oral and written communication; Skilled in project scheduling, estimating, and budget development and ability to plan, organize, coordinate, prioritize and oversee work assignment for project team members; Ability to manage workload to produce on time resolution to problems; Ability to provide technical presentations to groups; Ability to communicate effectively, verbally and in writing; Ability to work well with other and on diverse, multi-functional teams.

REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Registered Professional Engineer in accordance with Chapter 471, Florida Statutes.

MINIMUM QUALIFICATIONS:  Registration as a Professional Engineer in accordance with Florida Statute 471 and two years of post-registration experience.
