The ideal candidate will be the go-to resource for our team as it relates to quotes and bidding opportunities. This individual will be responsible for developing quotations and sending them to the correct company or agency prior to the bid date. These quotes will be for our product line which is a wide variety of state-of-the-art transportation products and solutions.

General Job Description

This position is for a Senior Estimator in the Signalized Intersection and ITS industry. The person fulfilling this role will be responsible for the preparation and follow-up on quotations that are provided to our existing and future customers. This person is required to live in Florida and work out of our Sanford, Florida office. Additional details include:

  • Accurately understand project Blueprints (Plans) and Specifications

  • Work Independently with limited direct supervision

  • Work with the CT sales and technical team, public agencies, consultants, contractors, and state personnel

  • Maintain quotation files per company procedures

Job Description:

Education and Requirements:

  • B.S. / B.A. Degree in Civil, Electrical or Transportation Engineering / Planning; Master's and / or PhD in a science or technical field (CS or transportation preferred) a plus

  • Florida Professional Engineer license required; P.E. licensure in other states and P.T.O.E, P.M.P., P.T.P., A.I.C.P. designations a plus

  • At least 15 years direct experience in managing complex, customer-facing traffic operations / ITS projects

  • At least 15 years’ experience in ITS marketing and business development efforts, particularly in Florida

  • At least 15 years’ experience in ITS planning, design or implementation

  • Proven track record in effective practice / program building, leadership, problem-solving, decision-making and growing a client base

  • Strong understanding of the Florida transportation market including FDOT, local agencies and MPOs and the success factors for a DBE / SBE firm focused on ITS

  • Experience managing FDOT task orders and projects

  • Client contacts and relationships with local and regional agencies and FDOT

  • Superior interpersonal and negotiating skills with a client-service focus

Responsibilities:

  • Serve as principal-in-charge or project manager for multimillion dollar projects / pursuits for various transportation agencies

  • Manage project managers, engineers, staff, clients and stakeholders to ensure appropriate progress and results both commercial and technical

  • Provide direct technical support to public agency personnel with a broad range of technical backgrounds

  • Brief government officials

  • Develop a Florida marketing / business plan with the Principals including financial budget and quarterly updates

  • Obtain market intelligence through client relationships and interfacing with other firms as a strategic partner and technical advisor to identify, pursue and capture new work

  • Provide market trends and analysis to the Principals

  • Develop proposals, scopes of work and budgets for projected work

  • Chart and coordinate Florida market performance results

ITS Project Manager

Job Title: ITS Project Manager

Primary Focus Will Include:

  • Act as THEA’s ITS Program Manager in design, construction and maintenance of the ITS Work Program. Specifically, to assist the Director of Operations and Engineering in developing and implementing a comprehensive ITS Master Plan, including Wrong Way Driving, Incident Management, and Intelligent Vehicle connectivity.

  • The Main focus will be on ITS initiatives external to THEA’s Headquarters Building and coordinate those efforts with THEA’s Information Technology Manager, Engineering Project Manager, and external partners such as FDOT and the City of Tampa to insure connectivity with the Headquarters Building, other TMCs (if necessary), along with all other THEA design, construction and maintenance activities.

  • This position will also serve as THEA’s technical advisor on future endeavors related to ITS initiatives and devices to ensure they assist THEA in executing the ITS Master Plan.

  • Work closely with the client Tampa Hillsborough Expressway Authority (THEA) to define work programs and budgets, provide leadership in project planning and strategy including general oversight and planning, project management, project implementation, and ensuring the quality of work products.

  • Performs technical discipline tasks including research, reports, design, specification, and plan preparation to ensure the most efficient and cost-effective execution of assigned projects.

  • Actively manages project scope, schedule, and budget. Serves as the primary client liaison to bring the schedule, budgets, and scope of work to completion and to the client’s satisfaction.
