Job Title: ITS Project Manager

Primary Focus Will Include:

  • Act as THEA’s ITS Program Manager in design, construction and maintenance of the ITS Work Program. Specifically, to assist the Director of Operations and Engineering in developing and implementing a comprehensive ITS Master Plan, including Wrong Way Driving, Incident Management, and Intelligent Vehicle connectivity.

  • The Main focus will be on ITS initiatives external to THEA’s Headquarters Building and coordinate those efforts with THEA’s Information Technology Manager, Engineering Project Manager, and external partners such as FDOT and the City of Tampa to insure connectivity with the Headquarters Building, other TMCs (if necessary), along with all other THEA design, construction and maintenance activities.

  • This position will also serve as THEA’s technical advisor on future endeavors related to ITS initiatives and devices to ensure they assist THEA in executing the ITS Master Plan.

  • Work closely with the client Tampa Hillsborough Expressway Authority (THEA) to define work programs and budgets, provide leadership in project planning and strategy including general oversight and planning, project management, project implementation, and ensuring the quality of work products.

  • Performs technical discipline tasks including research, reports, design, specification, and plan preparation to ensure the most efficient and cost-effective execution of assigned projects.

  • Actively manages project scope, schedule, and budget. Serves as the primary client liaison to bring the schedule, budgets, and scope of work to completion and to the client’s satisfaction.

  • Dashboard development for reporting/tracking ITS assets; GIS-based asset management.

  • Responsible for preparation and completion of discipline engineering designs that are responsive to project needs.

  • Coordinates the preparation of design details, plans, and drawings within assigned task areas.

  • Coordinates design development and/or assists in providing technical direction to the scope of projects; provide senior-level technical expertise on projects associated with conceptual engineering, detailed engineering designs, and preparation of contracts for construction.

  • Coordinates work efforts and reviews of work performed by project team. Supervises and mentors’ team to overall project objectives.

  • Performs other duties as assigned.

Preferred Qualifications and Skills:

  • Master’s degree in Engineering

  • 12 years relevant experience

  • Professional Engineer (PE) certification

  • American Institute of Certified Planners (AICP) certification

  • Project Management Professional (PMP)

Essential Responsibilities:

  • Responsible for development of the project scope and fee quotation and assists in the preparation of technical proposals and contracts in accordance with HNTB's Sophisticated Contracting Approach (SCA).

  • Leads or actively participates in client contract scoping and negotiations.

  • Serves as the primary client liaison and manages the project team to deliver the scope, schedule and budgets to completion and to the client’s satisfaction. Leads client contract scoping and negotiations.

  • Performs technical discipline tasks including analysis, reports, design, specification, and production for assigned projects.

  • Implements the firm’s project delivery plan using HNTB's Sophisticated Delivery Approach (SDA) on each project. Leads the development and the execution of the project management plan. Supervises and mentors team to overall project objectives.

  • Responsible for/oversees project staffing, including, but not limited to; recruitment, development, retention, and succession of project staff; development of plan for project staff reporting; and support for performance and compensation reviews.

  • Partners with Client Service Leaders and pursuit champions to assist with business development, building client relationships, and pursuit efforts for mini-mega and mega projects in accordance with HNTB's Sophisticated Sales Approach (SSA).

  • Works with the project team and marketing resources to prepare appropriate proposal and presentation materials. Leads proposal development and interview presentations for strategic, mini-mega, and mega projects to the client as well as general presentations within the industry and community.

  • May be responsible for the recruitment, hiring, development and retention of staff, including development of plan for staff reporting, performance and compensation reviews, and succession.

  • Performs other duties as assigned.

Minimum Qualifications:

  • Bachelor’s degree in Engineering and 10 years of relevant experience

  • 2 years of successful management of engineering projects
